북한 핵협상시의 검증 문제 연구

다국어 초록 (Multilingual Abstract)

This paper tries to answer those questions; how the verifications issues have been dealt with and what were the major problems of it since the North Korean nuclear program had became an important international security issue since 1993; and how should we handle the verification issues in the future. The state parties of the six-party talks could conclude a joint statement committing the participants to achieving “the verifiable denuclearization of the Korean Peninsula” on 19 September 2005. However, they could not agree on how to verify North Korea’s commitment on denuclearization, which became one of major factors what made the six-party talks stalled since December 2008. It is important to make sure reliable verification mechanisms are provided in the future arms control agreement with such a country as North Korea whose external credit level is low. But North Korean leaders tend to suspect that the other countries might utilize the verification measures to spy on its national secret. Furthermore North Korea might not want to give up its nuclear weapon. If North Korea does not allow internationally accepted verification measures in a future agreement on the denuclearization of the Korean peninsula, it means the North would not give up it nuclear weapon.
