독일 통일과 정치교육의 문제 - 구(舊)동독 주민들의 정체성 위기와 관련하여 = German Unification and the Problem of Political Education - in Relation to the Crisis of Identity of the Former Eastern German

When we evaluate the process of german re-unification in the light of the theoretical criteria which Habermas requests in his 'action theory of communication', it is certain that a equal relationship and order of democratic communication was blocked. In the circumstance to which the former eastern German were forced to accommodate themselves after losing their nation, they experienced a crisis of identity seriously. The identity conception has been treat importantly in the field of pedagogy and in the domain of adult education. It is also one of weighty categories in the political education. The aim of this article is to analyse the results of biographical researches which aimed at the experience structure and identity form of each generation in the process of german unification, to examine the factor and mechanism of identity crisis, and to investigate several suggestions of political education. The form of political education the former eastern German experienced in the 'experimental social model' has dual, fragmental and regional features. The basic orientation of political education is also to include the critical emancipatory consciousness they have kept in their own way in the past.

국문 초록 (Abstract)

Habermas의 ‘의사소통행위이론’에서 요구하는 이론적 규준에 입각하여 지난 독일 통일의 과정을 평가해 본다면, 분명히 평등적인 관계와 민주적인 소통질서가 상실되었다. 이 과정에서 동독 주민들은 자신들이 속한 집단을 상실하게 되면서 자아 및 집단 정체성의 위기를 심각히 겪었다. 정체성 개념은 교육학 일반뿐만 아니라 성인교육 분야에서 중요하게 다루어졌으며, 정치교육 및 시민교육의 중요한 범주이다. 이에 논문은 독일 통일과정에서 각 세대들의 경험구조와 정체성 형성방식에 주목하는 생애사 연구물들을 검토하면서, 그들이 겪고 있는 정체성 위기의 근본적인 원인과 기제를 밝히고, 그것을 극복해 줄 수 있는 정치교육의 과제에 대한 여러 제안들을 살펴본다. 동독 주민들이 과거 동독이라는 ‘실험적인 사회모형’에서 경험했던 정치교육의 형태는 이원성, 단편성, 지방주의의 특징을 보인다. 이렇게 급조된 정치교육 프로그램을 경험했던 동독 주민들이 통일된 독일 사회에서 잘 적응할 수 있게 도와주기 위해, 정치교육은 다원주의에 적응력을 키우면서 동시에 과거 그들 나름대로 터득하여 간직하고 있는 ‘비판적인 해방의식’을 발전적으로 담아내는 방향을 설정하였다. 한편 다원화된 사회에서 정치교육과 같은 의도적으로 기획된 프로그램을 실현시키는 데에 적지 않은 장애가 존재한다는 사실에 유념하면서 종래 정치교육의 형식을 과감히 탈피해야 한다.
