Rapid urbanization has taken place in accordance with the economic development program driven since the 1960s. And with the outbreak of social phenomena such as the increase in one-person households and the ageing phenomenon in terms of the population structure, this study focused on changes related to housing improvement. It focused on the problems of the existing association method constantly raised among other things. And it could find the solution to them through the method of trust as an alternative.
It attempted to examine the scheme for revitalizing the method of trust for the small-scale reconstruction project currently drawing attention as the concrete object. To attain the goal of this study, the questionnaire research was conducted for firms specializing in regeneration projects, constructors' employees, employees of trust firms, and association president, executives and association members in relation to the trust-based small-scale reconstruction project. As a result of analysis, the following findings were obtained:
First, local residents showed a considerably high preference for the trust-based project compared to the association-based project, but they had a lower knowledge about the difference between two types of projects in reference to their accurate concepts and project procedures.
Second, the current problem of the trust-based project was not only attributed only to the lack of understanding but to the burden of commission, which was acting as the high burden to an inescapable extent.
But results of case study showed that the project cost could be reduced to an extent that the burden of commission would become a problem. Therefore, there is a need for the educational system for local residents that includes the operation of the educational program, cultivation of specialized educational manpower and so on in order to revitalize the trust-based small-scale reconstruction project. And there is a need to relax the conditions for designation of the trust-based project that require the approval of more than one-third of current landowners, the approval of more than half of the land area, and trust registration of more than one-third on the basis of the land area. It is expected that additional detailed studies will be conducted in relation to the overall project related to urban regeneration beyond the trust-based small-scale reconstruction project in the future. And it is anticipated that the implementation of the wide-ranging actual condition survey on the nationwide scale will lead to the closer progress of the project and the successful urban renewal project.
