저출산·고령화를 대비한 지방자치단체의 유니버설디자인 정책 방향 연구 = A Study on Universal Design Policies to Address Low Birthrates and the Aging of Society

Due to the low birth rate, fast-aging population, and the growing number of the handicapped persons, modern cities require an urban environment that can satisfy various needs of the residents, and, in that regard, the local governments are pushing ahead with the universal design policies. In this study, we tried to propose a new policy process through analyzing polices related to universal design, policy directions, and the problems identified. At the moment, the BF Certification System that is intended at providing a living environment with no obstacles is being implemented across the nation, and Daejon City, having established its own Universal Design Promotion Plan, has been undertaking for the past three years a number of projects including the design and institutional improvements, and the production and distribution of the manuals. The city has taken care of the public projects itself, and, for the projects belonging to the private sector, has provided the relevant information to the sector, with its committee promoting the application of the design policy. As we reviewed the results of these projects, a lack of the relevant regulations and ordinances has been found to have discouraged a smooth promotion of the policy in the private sector, but the public projects were found to have been systematically undertaken, including the institutional and design improvement projects that were conducted on a yearly plan. Based on the systematic administration of the city government and the various materials collected from home and abroad, we herein have proposed the universal design-based policy process. Throughout our study, we found a continued promotion of the universal design policies requires legal foundations, the establishment of the cooperation between the public and private sectors, and the continuity of the projects concerned.

국문 초록 (Abstract)

현대 도시는 저출산·고령화 문제, 다문화 가정과 장애인의 증가 등으로 인해 다양한 사용자의 요구가 수용된 도시환경이 필요하게 되었고 이를 위해서 각 지방자치단체에서는 유니버설디자인 정책을 추진하고 있다. 본 연구는 유니버설디자인 정책 추진을 위한 관련 정책의 추진 사례 분석, 업무추진 방향, 문제점 등을 도출하여 프로세스를 제안하는 것이 목적이다. 국내에서는 ‘장애물 없는 생활환경’ 조성을 목적으로 하는 BF 인증제가 시행 중이며 대전시가 ‘유니버설디자인 추진계획’을 수립하고 인증제 도입은 물론 관련 정비사업, 제도개선, 매뉴얼 제작 및 보급 등 다양한 단위 사업을 3년간 추진하였다. 공공부문 사업은 직접 추진하였고 민간부문은 관련 정보 제공 및 위원회에서 권장하여 적용을 유도하였다. 추진 실적을 분석한 결과, 관련 법 및 조례가 없어 추진 동력 부족과 민간 부분에 정책 확산이 원활하지 않았지만 공공부문에서는 연차별 추진계획을 수립하여 제도개선, 정비사업 추진 등이 체계적으로 이루어졌다. 이러한 대전시의 체계적인 업무 흐름과 국·내외 자료 분석을 토대로 유니버설디자인 정책 추진 프로세스를 제안했다. 본 연구를 통해서 유니버설디자인 정책추진을 위해서 조례 등 근거 마련, 민관협력 체계 구축, 사업추진의 지속성 등이 필요하다는 것을 알 수 있었다.
