중소기업의 산업보안 역량에 대한 영향요인 평가 = Explaining Industrial Security of SMEs in Korea: An Ordered Logit Analysis

The purpose of this study is to examine the factors that affect industrial security in SMEs and to propose policy measures to enhance the current situation. This study points out the lack of empirical studies on this topic and explains the theoretical difference between industrial security and information security. This paper argues that industrial security is a wider concept than information security and tests various factors that affect industrial security by using the ordered logit analysis method. It was found that "company size" and "patent application records" have a statistically significant effect on industrial security in SMEs, but the other factors such as "types of business," "experience of technology leakage," "experience of technology export," and "participation in national R&D programs" are insignificant. Based on the analysis, the study provides policy suggestions, including specification of support boundaries and strengthening of consulting services on technology protection for SMEs.

국문 초록 (Abstract)

본 연구의 목적은 중소기업의 산업보안 역량수준에 영향을 미치는 요인을 살펴보고, 중소기업의 보안역량 강화를 위한 정책의 개선방안을 도출하는데 있다. 본 연구는 그동안 학문적으로 정보보안에 비해 소홀하게 여겨졌던 산업보안에 대한 인식을 환기하고자 하였으며, 중소기업의 산업보안에 미치는 영향을 순위로짓분석(Ordered Logit Analysis)을 사용하여 분석하였다. 실증분석 결과 기업규모와 특허출원 실적이 중소기업의 산업보안 역량수준에 통계적으로 유의미한 영향을 미치는 것으로 나타났으며, 업종, 기술유출 경험, 기술수출 실적, 국가연구개발사업 참여여부 등은 통계적으로 유의미한 관계를 보이지 않았다. 본 연구에서는 분석결과를 바탕으로 정부 차원에서 우선적으로 추진해야 할 사항으로 중소기업 지원범위의 구체화, 기술유출 경험이 있는 중소기업에 대한 컨설팅 기능 강화, 혁신형 중소기업 인증시 보안관리 항목을 평가지표에 반영, 기술을 해외로 이전하거나 해외로 진출하고자 하는 중소기업에 대한 보안정책 강화, 국가연구개발사업 참여기업에 대한 보안교육 강화, 중소기업 CEO의 보안 관련 인식제고를 위한 지원 확대, 중소기업 기술유출방지 예산 확대 등을 제시하였다.
