노르딕민주주의 동학: 합의제 정당정치와 조합주의 정치의 연계

국문 초록 (Abstract)

노르딕민주주의 동학에 접근하기 위해 이 글은 스웨덴과 핀란드의 합의제 정치가 글로벌화의 압박에 대응하기 위한 임금·복지체제·노동시장을 재조정하는 정책개혁 과정에서 어떻게 작동하였는가를 분석했다. 스웨덴 정당정치는 좌우 이념적 분극화 속에서 비록 탈조합주의 정치를 촉발하고 내각구성에선 이념블록 소수정부를 추구했지만, 의회정치 차원에선 때론 이념블록 교차 입법연합, 때론 동일 이념블록 내 입법연합을 구축하여 정책개혁을 추진했다. 이런 맥락에서 스웨덴 민주주의는 블록 정당정치와 피벗 정당정치, 다수제 모델과 합의제 모델 사이의 어느 지점에 자리매김하고 있다. 반면 핀란드 민주주의의 정당정치는 정책개혁 과정에서 이익단체-정부-의회 간 포괄적인 정책협상에 근간을 두고 초이념블록 연립과대규모정부를 통해 조합주의 정치를 제도화하는 방식으로 작동했다. 역으로 핀란드의 조합주의 정치는 정당정치의 교착상태를 타개하는 데 기여했다. 따라서 결국 핀란드 민주주의는 정책개혁 과정에서 초이념블록 연합과대규모정치와 조합주의 정치가 제도적 기능적으로 상호 보완하는 합의제 모델로 작동했다. 이런 맥락에서 노르딕민주주의의 합의제 정당정치-조합주의 정치는 레이파트 학파의 이론적 틀과는 달리 획일적이고 단선적인 제도적 인과관계가 아니다.

다국어 초록 (Multilingual Abstract)

In an attempt to grasp the dynamics of Nordic democracy, this paper analyses how consensual politics in Swedish and Finnish democracies worked in the process of their policy reforms of readjusting labor markets and welfare schemes in order to cope with the impacts of globalization. Although Swedish minority government based on ideologically polarized party politics was responsible for accelerating de-corporatist politics, it sought out policy reforms through ideologically unconnected legislative coalitions. In this viewpoint, Swedish democracy could be positioned on some way between Westminster model and consensual(Madisonian) model. In contrast to Swedish democracy, consensual party politics of Finnish democracy contributed to institutionalizing corporatist politics through forming ideologically unconnected oversized coalitions, on the basis of the check-balance mechanisms and comprehensive policy bargaining between interest groups, party government and parliament. Conversely, Finnish corporatist politics helped make breakthrough the stalemates of party politics.
