As the human rights is absolutely needed in the social life of human being, human rights to IT could be also essentially demanded. As a scientific technology, IT could be a component of social structure, and this carries general rule of democracy which is connected with the basic concepts of human rights. Informational human rights could be justified that it is inevitable for a social member to act morally. Current information ethics education obtains good results in the personal ethics domain with the development of IT, Informational human rights education could also be dealt with significance that it is important to understand IT as a social structure, and to set the direction of its development, for which tries to approach the social ethics domain This discussion for Informational human rights should be started with dealing the current issues for the human rights at first, and it could be extended to the elements of human rights which should be guaranteed in the information society as technically and scientifically developed future.
