한국과 일본의 자동차산업정책 비교 분석 = A comparative study on the automotive industrial policy of Korea and Japan

다국어 초록 (Multilingual Abstract)

This paper is to analyze the role of industrial policy in the development of automotive industry in Korea and Japan. We select significant industrial policies in the development of automotive industry in both countries and compare the target, consequences, and evolution of those policies. Our main findings are as follows. First of all, with confidence in fostering international competitiveness induced by comparative advantage in automotive industry, both Korean and Japanese government have decided to concentrate on promoting automotive industry. Secondly, the induction of foreign capital could make it easier to access advanced technology or to raise funds, but make it harder to keep the independence of management rights or industrial sovereignty. It is worthwhile to note that Hyundai in Korea and Totota in Japan have survived as the best automotive company in each country keeping its independence both in foreign technology and capital. Last but not least, Korea and Japan have shared enlargement as a policy target of structural reform in automotive industry. While private firms" opposition to government policy have made their industrial structures to be competitive in Japan, Korean government have forced its industrial structure to be oligopolistic.
