영국의 EU 예산 협상: ‘재정전망 2014-2020’ = The UK's EU budget negotiation: the financial perspective 2014-2020

This thesis is an investigation of Britain's negotiation for the financial perspective 2014-2020. It attempts to answer the main question of why Britain was against the financial perspective 2014-2020. What motivated Britain's behaviour in the negotiation? Drawing upon European integration theories, particularly Liberal Intergovernmentalism (LI), this thesis challenges LI's lack of explanation of the role of domestic political parties in shaping the formation of a national preference, and member states' behaviours in inter-state bargaining. This thesis emphasises the role of domestic political parties in shaping the member states' approach on European integration which affects member states' behaviour within decision-making. In Britain, the governing parties' political idea is not only a lens to evaluate European integration but is also a main contributor in shaping Britain's approach. In contrast to LI's explanation of member states' behaviour, this thesis adopts the constructivists' argument of a ‘logic of expected consequentialism’ and a ‘logic of appropriateness’ in order to explain Britain's behaviour in financial negotiation and argues that the governing party's attitude is a decisive factor for Britain in choosing its behaviour from the two logics above.
In the financial negotiation for the financial perspective 2014-2020, the euro crisis not only influenced the change of the Conservative party's EU approach from ‘soft anti-European’ to ‘anti-European’ but also attenuated the Liberal Democrat party's pro-European approach. The change was a decisive factor for shaping the Cameron-Clegg government's behaviour in the negotiation which rejected the financial agreement in order to reduce the size of the EU budget and to secure the UK rebate. Finally, in the European Council in February 2013, due to obtaining the UK's demand, Britain accepted the financial agreement.

이 논문은 두 가지 질문에 대한 해답을 찾으며 ‘재정전망 2014-2020’에 대한 영국의협상을 분석한다. 왜 영국은 재정전망 협상에 부정적 입장을 취하였나? 어떤 요인들이 영국의 협상 행태에 영향을 미쳤나? 이 논문은 자유주의적 정부간주의의 ‘국가선호형성’과‘국가 간 협상’에 대한 설명에 문제를 제기하고 있다. 특히 정당의 역할을 강조한다. 집권당의 정치사상은 유럽통합에 대한 평가뿐만 아니라 국가의 정체성 형성에 중요한 역할을한다고 주장한다. 또한 이 논문은 자유주의적 정부간주의와 반대 성향을 가진 ‘구성주의’의 ‘예상된 결과주의의 논리’와 ‘적합성의 논리’를 채택하여 국가 협상 태도를 설명한다.
즉 집권당의 정체성은 국가가 두 가지 논리 중 하나를 선택하는데 영향을 미친다고 주장한다. 재정전망 2014-2020에 대한 협상 때, 유로위기는 보수당의 ‘약한 반 유럽정서’를‘반 유럽정서’로 전환시켰고, 또한 자유민주당의 ‘친 유럽정서’ 약화의 원인이 되었다. 이에따라 년 월 유럽이사회에서 보수당 2012 11 -자유민주당 연합정부는 유럽예산에 대한 자국의 재정 분담을 축소를 위해 예산 크기 축소와 영국의 환급금 유지를 주장하며, 예산합의를 거부하였다. 그리고 2013년 2월 유럽이사회에서, 영국의 요구가 적절히 수렴됐고, 영국은 재정전망 2014-2020의 합의에 동의하였다.
