A review of the history and current settings of private technical institutes(PTIs) shows that legal supports and other supporting policies are needed for private technical institutes to be able to maintain their important role in developing vocational competencies of individuals in the private sector. In these backgrounds, this study was launched with a purpose to provide a framework for evaluation of private technical institutes in Korea. Once established, this framework can be utilized as a basis for numerous government supports toward private technical institutes. With this purpose, this study conducted several tasks in order to draw implications from the result of such tasks.First of all, theoretical and literature reviews are made as a preparatory step to develop a systematic evaluation system for PTIs. Then, a survey of the literature on developing evaluation tools of vocational education and training is made. Finally, an evaluation tool for private technical institutes is developed and suggested by Analytic Hierarchy Process(AHP). An evaluation tool for PTIs only is developed based on efficacy of organization theory. Overall, establishment of evaluation system of PTS is closely related to government's policies to support PTIs. The ultimate objective of establishing an effective evaluation system for PTIs is to utilize the potentials of PTIs in this changing society.
