국문 초록 (Abstract)

국가들이 정부간 국제기구(IGOs)를 설계하기 위해 협상 테이블에 앉을 때, 가장 논란이 많은 결정은 관련된 모든 혹은 대부분의 참여 국들에 의해 동의를 얻을 수 있는 적절한 의사결정 모형의 선택과 관련이 있다.
그래서 많은 학자들과 전문가들은 의사결정모형 선택에 영향을 미칠 수 있을 변수를 찾아내는데 큰 관심을 가져왔다. 그들은 의사결정모형 선택을 설명하기 위해서 회원국 숫자의 크기, IGO가 다루는 이슈 영역, IGO 회원국사의의 패권의 존재 혹은 부재, 회원국간 공유된 문화 등과 같은 독립변수를 도입해보고자 노력해왔다. 하지만, 그들의 분석 대부분은 만족스럽지 못한 결과를 보였다.
그와 같은 만족스럽지 못한 결과를 보여준 이론들은 다음과 같다. : (1) 예를 들면, 보편적인 정부간 기구(UIGOs)와 지역적 정부간 기구(RIGOs)를 구분하지 않은 채로 그들은 다른 형태의 IGO를 그들의 조사 표본에 함께 포함시켰다. (2) 그들은 정치적 레짐 형태의 영향을 의사결정 모델의 선택에서 고려대상으로 생각지 않았다.
이러한 점들을 고려해 봤을 때, 본 논문은 의사결정모형의 선택에 있어 지역적 정부간 기구(RIGO)의 지배적인 정치적 레짐 형태가 영향을 미치고 있다는 점을 보여주는 것을 목표로 하고 있다. 세가지 정치적 의사결정 모델은 다음과 같이 구분된다: 만장일치, 컨센서스, 그리고 과반투표제. 그리고 세가지 다른 정치적 레짐 형태는 다음과 같다: 독재적, 혼합적, 그리고 민주적 레짐. 본 논문은 12개의 RIGO를 표본으로 삼고 있는데, 이들은 4개의 다른 지역을 대표하고, 최소한 10년이상 존재해 왔으며, 다양한 목적에 대해 관심을 갖고 있는 기구들이다.
본 논문은 독재적 레짐이 우세한 RIGO는 만장일치나 과반투표제보다 컨센서스를 도입하는 경향이 더 높으며, 혼합적 레짐이 우세한 RIGO는 만장일치나 컨센서스에 기반한 의사결정 모형을 도입하는 경향이 더 높으며, 민주적 레짐이 우세한 RIGO는 과반투표제를 선호하는 경향이 높음을 밝히고 있다. 본 논문은 RIGO내 회원국들의 지배적인 정치적 레짐 형태가 특정한 의사결정 모형을 선택하는데 중요함을 사례들 중 73%가 넘는데서 나타나고 있음을 보여주고 있다. 그리고 이것은 향후의 연구는 의사결정 모형을 결정하는 선택에 있어 정치적 레짐의 형태의 역할에 보다 많은 관심을 기울여야 함을 시사한다.
