In this study, there are two assumptions: the social capital in the organization is necessary for the performance creation and sustainable development of public organizations, and the formation of social capital is difficult due to job stress caused by a variety of routes. Under these assumptions, it was analyzed that the factors causing the job stress were the effect of social capital in public organizations. The results of the study suggest: 1) the relationship conflicts, organizational cultures, job requirements and organizational characteristics which are the details of the job stress, affect negatively to the social capital in organizations(trust, reciprocal norm, network); 2) it was confirmed that the factors with the greatest influence organizational culture; 3) relationship conflict factors are having a negative impact on all social capital factors; 4) organizational characteristics was found to negatively affect on the trust and the network.
