The purpose of this study is to develop the evaluation model of privacy educational training. Applying with the CIPP model (Context-Input-Process-Product), this study develops the measurement model of the privacy educational training in the public sector, and tests the validity and reliability of this model. The results indicate that the internal consistencies of the CIPP constructs are ensured. Furthermore, the higher order factor analysis reveals the good fit indices to the data. The results confirm the convergent and discriminant validity of this measurement model. Based on the these findings, this study suggests theoretical and practical implications for the evaluation and measurement of the privacy educational training in the public sector.
