The sentence (1) in ambiguous, with either what or everyone taking wide scope, thus the two interpretations are indicated in (2). (2a) corresponds to a wide scope of what while (2b) gives the universal quantifier a wide scope. May(1985) assumes that the rule of QR adjoins quantified NPs to any XP. Assume that everyone adjoins to IP. The LF of (1) is then (3).
