The purpose of this study is to identify family and community assets and develop scales that promote healthy developments in adolescents. In order to develop assets, individual protective assets and Social protective assets are used. Individual assets are composed with 4 different factors, identity, and commitment to schoolwork, positive value and self-efficacy. Social assets are composed with 4 factors, family, school, and community and peer group factors. To find out whether the scales distinguish the adolescent's protective factors, questionnaires for delinquency checklists have developed. This scale was administered to 1851 middle and high school students. The reliability of assets' scale is cronbach's alpha .95. Based on the experience of delinquency, adolescence are divided as 3 different groups, sever, mild and non-delinquency group. Comparing 3 groups based on their delinquency, adolescences that have more assets have done less delinquency. Adolescence in sever delinquency groups have significantly less assets than other groups. There were no differences between adolescents' delinquency that live in rural and city except Internet addict. To help adolescence's healthy development, family, school and community must provide support, enhance adolescence's self-efficacy, positive values and clear rules.
