The purpose of this study is to verify whether the creation of the innovation city accelerates the decline of the old town in terms of outflow of population, and whether there are differences in the effect on decline of the old town depending on the type of the innovation city. For this, the existence of spatial autocorrelation was verified by exploratory spatial data analysis, and spatial regression analysis reflecting spatial effects was performed. The results of this study are as follows. First, the outflow of population to the innovation cities was greater in areas adjacent to the innovation city. Second, the effect of adjacency on the outflow of population to the innovation cities was greater in a new town type innovation city than in a newly developed district type innovation city. These results mean that the goal of the innovation city that wanted to promote regional win-win development by developing a regional innovation base has not been achieved, which is particularly noticeable in a NT type innovation city.
