국민연금기금의 사회복지 부문 투입 방안과 사회적 효용: 사회서비스 공급체계 개편을 위한 연기금 투입 = Social Profits of the Korean National Pension Fund’ s Investment into Public Social Service

다국어 초록 (Multilingual Abstract)

In this study I’ve tried to form a plan of investment of the Korean National Pension Fund into public social service infrastructure and tried to set up grounds of the plan considering the prospect of Korean welfare state and long-term sustainability of the national pension fund. Investment of the National pension fund into social service infra is expected to mitigate the problems of the present management of public pension fund centered on the capital market investment and to strengthen the stability of the pension fund by increasing social benefits, as it were, enhancement of the fertility rate, the growth rate and labor market participation rate. Investment of the National pension fund into public child care,public health care, public elderly care for 5 years will change Korean social service provision fundamentally. Investment of the National pension fund into public social service does not mean abandonment of any profits which come from ordinary investment. It’s not the way to elude expenditure of general budget for the social services, but requires stronger long-term accountability of the government.
