프랑스 유럽회의주의(Euroscepticism)의 근원에 관한 연구 국민주권주의와 초국가주의의 충돌을 중심으로 = The Study on the Origin of the French Euroscepticism - The Clash between National Sovereignty and Supranationalism -

다국어 초록 (Multilingual Abstract)

The objective of this stuty is to demonstrate that the substance of the French Euroscepticism is the defense of national sovereignty, of which origin is the clash between national sovereignty and Supranationalism for several centuries. By analyzing that, this study aims also at suggesting a better understanding and solutions of the French Euroscepticism. The French Euroscepticism appeared to overcome negative effects of the premodern Supranationalism of Europe. It was also in order to guarantee the complete independence of sovereign states from supranational powers. In this context, France under Richelieu, Mazarin and Louis XIV fought out desperately the supranational power of the Pope and the Emperor of the Holy Roman Empire in the 17th century. During the 18th-19th centuries, the Social Contract Theory of Rousseau destroyed the legitimacy of the unelected supranational powers. And Napoleon removed definitely the Holy Roman Empire. In the second half of the 20th century, France under de Gaulle resisted against the European federalization based on Supranationalism. Considering this and in order to the solve the French Euroscepticism, the European integration of today should be much more democratic and show that it would be compatible with the defense of national interests and the national identity of France.

국문 초록 (Abstract)

본 연구의 목적은 프랑스 유럽회의주의의 본질이 국민주권주의 수호이며, 프랑스 유럽회의주의의 근원이 수세기에 걸친 국민주권주의의 반(反) 초국가주의 투쟁이라는 점을 증명하는 데 있다. 이를 통해 프랑스 유럽회의주의에 대한 올바른 이해와 해결방안을 제시하고자 한다. 프랑스의 국민주권주의는 전근대 유럽 초국가주의의 폐해를 극복하고, 초국가세력으로부터 주권국가의 완전한 자주성과 독립성을 보장하기 위해 대두하였다. 이를 바탕으로 17세기 초반부터 프랑스는 리슐리외와 마자랭 그리고 루이 14세의 지도아래 교황과 신성로마제국 황제의 초국가적 권력과 통제에 강력히 저항하였다. 18세기에 등장한 루소의 사회계약론은 선출되지 않은 권력인 초국가주의 세력의 정통성을 부정하였다. 19세기에는 나폴레옹이 신성로마제국을 강제해체하였다. 20세기 후반에 이르러 프랑스는 드골의 지도아래 초국가적 권력을 지향하는 유럽연방주의 추진을 적극적으로 방해하였다. 이러한 역사적 맥락을 고려할 때, 프랑스 유럽회의주의의 해결을 위해서는 오늘날 유럽통합이 민주성을 더욱 확보하고, 프랑스의 국익추구 및 민족성보전과 장기적으로 공존할 수 있음을 보여주어야 한다.
