유럽연합 배출권거래시스템(EU-ETS)에서 시장안정예비분 제도에 관한 연구 = A Study on the Maket Stability Reserve in EU-ETS

The EU-ETS, introduced in 2005, has played a key role in implementing the EU's carbon reduction policy, but the chronic surplus allowances problem was recognized as a factor hindering the stability of the emission trading market.
To solve this problem, European Commission introduced the market stability reserve (MSR) system along with the back-loading. This study analyzed the role and performance of the market stability reserve in the EU-ETS and discussed the solutions to improve the market stability reserve system in the future. The main results of this study are as follows.
First, the market stability reserve in the EU-ETS is evaluated to have contributed to the stabilization of the emission trading market by effectively reducing TNAC(the total number of allowances in circulation).
Second, the current market stability reserve system is required efforts to improve the problems related to the TNAC thresholds and MSR intervention.
Third, the current market stability reserve system will contribute to achieve the essential missions of the EU-ETS by improving the invalidation mechanism and introducing the freeze provisions to stop the improper MSR intervention.

국문 초록 (Abstract)

2005년에 도입된 유럽연합 배출권거래시스템(EU-ETS)은 EU의 탄소저감정책을 실행하는 핵심적인 역할을 수행해 왔으나 만성적인 잉여배출권의 문제는 배출권시장의 안정성을 저해하는 요인으로 인식되었다. EU 집행위원회(EC)는 이러한 문제를 해결하기 위해 경매연기조치(백로딩)와 함께 시장안정예비분(MSR) 제도를 도입하였다. 본 연구는 유럽탄소배출권시장에서 시장안정예비분 제도의 역할과 성과에 대한 분석과 함께 향후 시장안정예비분 제도의 개선방안을 논의하였다. 본 연구의 주요 분석결과는 다음과 같다.
첫째, 유럽연합 배출권거래시장에서 시장안정예비분 제도는 효과적으로 유통배출권총량(TNAC)을 줄임으로써 배출권시장의 안정에 기여하였다고 평가된다.
둘째, 현재의 시장안정예비분 제도는 유통배출권총량의 관리 및 MSR 개입 관련 TNAC 임계값 문제 등을 개선하기 위한 노력이 필요하다.
셋째, 향후 시장안정예비분제도는 배출권 소멸제도 개선 및 개입중단조치 도입 등을 통해 배출권시장의 본질적 목적에 맞도록 보다 정교하게 개선될 필요가 있다.
