북한의 시장화와 숙련불평등 = Marketization and Skill-based Inequality in North Korea

Marketization in North Korea has changed its skill-formation system and skill related inequality. Traditional state-imposed skill formation system which was characterized by combination of the educational system and a popular movement has proved to be ineffective either in human capital accumulation or reduction of inequality. A shock of marketization has changed skill-formation system differentiating plan-specific and market-specific skill. Changed skill formation system has disperses authority to production unit and institutionalized inequality of skill. But it has brought about skill polarization rather than promoted skill formation against the background of delayed recovery of plan caused mainly by chronic shortage of goods. Market-specific skill appeared by the advent of market puts importance on personal experience and ability. Gradually developed market skill has been divided by the function and scale resulting in deepening inequality in market performance and facilitating socioeconomic re-stratification. Today in North Korea where coexistence of plan and market has lasted over a long period of time, interesting phenomena are observed in a viewpoint of skill and related inequality. First, the plan-specific skill is re-emerging making operation skill among others as one of the most promising means of upward mobility in both plan and market. Second, as cross-sectional use of plan-specific and market-specific skill has widened, inequalities in North Korea has witnessed more complex pattern in that inequality between plan and market has been deteriorated and respective inequality in plan and market has deepened and finally intersection of plan and market skill has added to the unequal landscape.
