양안교류의 변화와 동북아 평화질서 : 안보적 딜레마와 대만의 선택

국문 초록 (Abstract)

1980년대 말 쟝징궈(蔣經國) 정권에서 비공식적 교류로 시작된 중국과의 경제교류는 매년 급격히 증가하였다. 이후 천쉐이벤(陳水扁) 정권하에서 공식개방이 허용되었고 마잉쥬(馬英九) 정권하에서는 중국과 FTA(Free Trade Agreement)에 준하는 ECFA(Economic Cooperation Framework Agreement)의 체결 논의로 발전하였다. 이러한 양안 경제교류는 장기적인 관점에서는 교류의 확대로 가고 있으나 내부적으로 들여다보면 대만의 정권별로 양안 경제교류의 수위와 정책이 상이하게 나타난다. 양안교류의 한 축인 중국은 1979년 이래로 대만과 경제교류를 적극적으로 그리고 비교적 일관적으로 추진해오고 있다. 그러나 다른 한 축인 대만은 정권에 따른 변화를 보이는데 특히 독립지향적인 정권이 집권했을 때 양안 경제교류를 제한하였다. 정권의 이러한 차이는 미국이라는 안전판에 의해 안보의 보장이 확보되었다고 인식하는 가운데 중국으로의 흡수통일을 우려하는 각 정권이 지니고 있는 민족관과 통일관의 차이에서 기인한다. 이 논문은 대만의 정권별 양안교류정책을 개방의 수위에 따라 구별하고 그 차이를 가져오는 각 정권의 민족관과 통일관에서 결정되는 정치적 경제적 안보인식이 어떻게 양안교류 정책을 결정하는지를 규명하고 있다.

다국어 초록 (Multilingual Abstract)

Cross-strait economic exchanges have been on the rise since unofficial economic exchanges began during the presidency of Jiang Jing-guo. However within this broad trend of market-driven economic integration the speed and scope of economic integration and its "spill-over effects" on cross-strait political relations have varied considerably across the presidencies. Under Chen Shui-bian official economic exchanges were legally permitted. Then occurred what could be a breakthrough in cross-strait relations with the election of Ma Ying-jeou to the Taiwanese presidency. Ma launched the negotiation of an "Economic Cooperation Framework Agreement" with China. This article explains the variation of speed and scope in Taiwan's economic exchanges with China and their political impacts in terms of the interaction between the varying political character of Taiwan's top political leadership and his ruling coalition's strategy of domestic political rule on one hand and the security dilemmas posed by the rise of China Sino-American competition and cooperation for regional leadership and the threats of Taiwan's isolation from East Asia's rapidly emerging regionalist game of FTA building on the other.
