오차절대값최소화추정방법을 이용한 제주지역 IT, BT산업의 성과평가에 관한 연구 = A Study on The Performance E valustion of IT and BT industry in Jejudo using Least Absolute Deviation Estimation

다국어 초록 (Multilingual Abstract)

This paper analyzes the performance of companies located in Jeju in the IT and BT industries which have received subsidies from the Korean central government. The Objectives of the study is to determine the characteristics of companies which have used their subsidies to good effect. A total of 84 companies in Jeju Island's IT and BT sectors were analyzed,using financial and corporate data from April 2010 provided by Korea Enterprise Data (KED)on behalf of the Jeju Techno Park. The rate of sales growth was treated as the dependent variable, while explanatory variables included industrial sector, incorporation date, corporate legal structure, company location, number of new hires, sales from new products, two-year track record of patent commercialization and number of patents granted, export status, number of employees, and tangible fixed assets.
Performance was better for companies with the following characteristics: BT rather than IT sector companies, companies located in Jeju City rather than Seogwipo City, export-oriented companies over those focused on the domestic market, and companies which hired a larger number of new employees over the past two years.
Interestingly, companies that applied for many patents exhibited weak performance, while companies that commercialized patents showed good performance. This result should be reflected in support policies by giving preference to companies that have successfully commercialized patents over those that have a high number of patent applications.

국문 초록 (Abstract)

본 연구는 중앙정부의 지원을 받은 제주도의 IT, BT업종에 속하는 기업들을 대상으로 지원성과를 분석하였다. 본 연구의 목적은 지원성과가 높은 기업의 특성이 무엇인지를 알기 위함이다. 분석대상은 제주도의 IT, BT업종에 속하는 총84개의 기업자료이다. 이 자료는 제주테크노파크가 2010년 4월 한국기업데이터에 위탁하여 조사한 84개 기업의 재무자료와 기업개요자료이다. 종속변수로는 매출액성장율을 고려하였으며, 설명변수로는 업종, 기업의 창업연도, 법인형태, 기업입지지역, 신규채용규모, 신제품매출, 최근 2년간의 특허를 사업화한 실적, 특허등록실적, 수출여부, 고용자수, 유형고정자산 등의 변수를 고려하였다. 분석결과, IT기업보다는 BT기업이 성과가 좋은 것으로 나타났고, 서귀포시보다는 제주시에 입지한 기업이, 내수기업보다는 수출기업이, 그리고 최근 2년간의 신규채용고용규모가 높은 기업이 성과가 더 좋은 것으로 나타났다. 주목할 만한 결과는 특허출원이 많은 기업은 성과가 좋지 않은 반면, 특허를 사업화한 기업들은 실적이 좋았다는 것이다. 이는 지역산업육성시 지원여부를 결정할 때에 특허실적보다는 특허를 사업화한 실적을 더 중요시하는 것이 중요하다는 정책적 시사점을 주는 결과이다.
