With the legislation of the new "National Land Planning and Utilization Act," the previous laws contained in the abolished "Urban Planning Act" and the "National Land Utilization Management Act" have now become integrated in application. Many issues which had not been sufficiently deliberated in this process have necessitated modifications which continue to the present, and among these one problem that has been pointed out relates to none other than the "determination and administration of urban planning facilities." The scope of the urban management plan, which previously had been limited to urban areas, has now become expanded to non-urban regions, and at a point in time when the law requires the renewed adjustment of the urban management plan, an adjustment which takes place every 5 years, the issue of the means for determining and administering urban planning facilities within non-urban areas has become a matter of concern. In order to resolve this problem, this paper examines pre-existing studies and reviews cases regarding the administration of urban management planning within non-urban areas by metropolitan local governments. Also, a survey was conducted on public officials in charge of urban planning within the local government of Chungcheongbuk-do and on professional groups engaged in urban planning engineering who are conducting urban management planning for other cities and provinces, a survey regarding the current operational status and measures for future improvement. Through the analysis of the survey's results, it was possible to identify problems regarding (1) the scope for determining urban management plannning for roads in non-urban areas, (2) the procedure for determining urban management planning for roads in non-urban areas, and lastly (3) the determination of urban management planning for road surfaces. In order to address these problems, it will be necessary to build up the currently insufficient pool of data required for decisions regarding road facilities, to present clear criteria about the structure and installation standards involved in the decision-making for urban planning facilities, and to prepare criteria for installation that takes into consideration relationships with other facilities related to the roads. Also, in order to achieve an integration of the decision-making procedures for the management of road facilities, it will be advisable to make decisions regarding road facilities in non-urban areas en bloc instead of governing them separately according to individual laws as in the past. Moreover, in order to systematically administer the determined roads, it will also be necessary to integrate the currently dualized "Road Act" and "Act on the Maintenance and Improvement of Road Networks in Agricultural and Fishing Villages. "This present study has sought to present the advisable future direction for Chungcheongbuk-do's determination of urban planning facilities and administrative measures within non-urban areas, and furthermore examined the means for integrating urban and non-urban areas.
