천일염의 생산과정과 유통체계, 그리고 정부정책 = Salt Production and Distribution System, and Salt Polices : A Case Study at Biguem-do, Sinan County

국문 초록 (Abstract)

소금의 역사는 곧 인류의 역사와 이어진다고 할 정도로 소금은 인류의 생존에 필수적인 물질이다. 소금의 생산과 분배는 정부와 권력집단의 통제 아래 관리되었다. 즉, 소금은 일찍부터 정치경제적인 식품으로써 부를 축적하거나 권력을 획득하는 수단이 되었다. 해방 후 비금도에 도입된 천일염전은 인근 도서지역으로 급속하게 확산되었다. 그 결과 소금은 이 지역의 중요한 산염으로 자리를 잡았다. 하지만 정부는 장기적인 생산과 소비를 고려하지 않은 채 염전의 면적 증가와 소금생산 체계의 변화 그리고 GAIT 협약에 따른 소금수입 자유화에 따라 임시처방을 남발하였다. 이런 정부의 비체계적인 소금정책, 적절한 관리체계의 부재, 소금산업의 불확실한 전망에도 불구하고 소금생산자들은 천일염 생산과정과 유통체계를 발전시키고 개선하였다. 천일염이 식품으로 전화되면서 지방자치단체에서는 천일염전과 천일염을 지역특화산염으로 발전시키고자 노력하고 있다. 소금산염을 발전시키기 위해서는 무엇보다도 천일염 생산은 정책이 아니라 사람이 한다는 것을 먼저 인지해야 한다.

다국어 초록 (Multilingual Abstract)

Salt as a basic material for human life has much to do with the history of food itself. So the production of salt and its distribution have been controlled, generally, by the nation or the power. That is, salt has been treated as a politico-economic food and a way of accumulating the wealth and power from early days, at least in regional level. After liberation, sun-dried saltpans were introduced at Bignem-do, Sinan County and spreaded in southwestern coastal areas. Thus salt became a major income source of these regions and people. However, the salt related polices changed several times by the government in response to the changes of saltpan size and salt production mechanism, and the liberalization of salt import due to the agreement of GATT(General Agreement on Tariffs and Trade). In spite of non-systemic salt polices, absence of appropriate governing mechanism, or uncertainty of salt industry development, sun-dried saltpan owners and saltpan workers developed and improved the process of salt production and its distribution system. With the designation of solar(or organic) salt as a food product, local administrative institutions recognize the importance of sun-dried saltpans and solar salt and try to develop salt production as a region-specialized industry. But, to develop regional or specialized salt industry, first of all, it should be considered that solar salt is made by man not policy.
