The main purpose of this study is to find any effects of legal mitigation for hotel using delphi technique. In order to find any effects of legal mitigation for hotel since 1995, it was proceeded to explain the effect of legal mitigation for background literature study and to diagnose legal mitigation effect of hotel industry using delphi survey among 49 expert in nationalwide hotel manager throughout delphi test four times. It was proceeded two way to test the effect of legal mitigation and control for hotel industry, and drawn to the implications and the results of study was suggested as follows. First, governmental legitimate control was affected negatively for hotel industry as profit minus factor and sales reducement factor. Particularly, indirect social legitimacy was more effective than direct tourism related law. Second, indirect social welfare related law was more positively affected than negative effect of direct tourism promotion law. In this social law effect, legal mitigation effect was more effective to hotel cost decrease and enlarge sales promotion for hotel industry. Third, social law control was interfered deeply to overall cost and sales of hotel, and effected to enlarge investment and business support.
