Recently eGovernment activation becomes the important matter for the advanced nations. According to the investigation by the Korean Ministry of Government Administration and Home Affairs (MOGAHA), Korean government website services are poor and not creative. Especially local government website services are not satisfactory to users.
Website evaluation models of Korean local government, the Questionnaire Evaluation Model and the Web Solution Evaluation Model were developed in this study. Developed website evaluation models were applied to 16 Korean local government websites. Selected evaluators applied the Questionnaire Evaluation Model to the websites. The Web Solution Evaluation Model was applied with Coast WebMaster.
A few matters were found at the results of applying website evaluation models. 1) Help about using websites is incomplete. 2) Before policy decisions, there is no website which collects local citizens’ opinions. 3) Special services for disabled persons and foreigners are not useful. 4) Search services are ineffective. 5) There is no explanation for the prevention against copyright infringement. 6) There are not enough channels to the web page.
To solve the matters mentioned above, reform measures were proposed as follows. 1) Offline advertisements for using web services should be extended. 2) Website should provide processed information. 3) Explanations for copyright, privacy and security should be given. 4) Sitemap, main menu and buttons should be at all web pages.
More specific evaluation models for Korean local government websites were developed. The developed evaluation models were applied objectively through a questionnaire and a web solution (Coast WebMaster). The found matters and the detailed reform measures at the results of applying would be contributed to the more desirable website services and local economics.
