리카도 기계 효과의 현대적 해석과 그 정책적 의미 = Modern Representations of Ricardo’s Machinery Effect and Their Policy Implications

국문 초록 (Abstract)

리카도는 기술적 실업이 신 기술의 도입과정에서 나타나는 조정의 실패로 인한 것이라는 통찰을 제시한 바 있다. 리카도 이후 신기술의 고용 효과, 즉 기계 효과에 대한 비관주의자와 낙관주의자들 간의 논쟁이 이어졌지만, 이것은 생산의 기술적 재구조화가 겪는 균형 바깥의 과정을 적절히 설명할 분석틀이 존재하지 않았기 때문이었다. 힉스가 리카도의 발상을 오스트리아학파의 틀로써 정식화할 길을 열었다. 힉스는 횡단모델에서 기술 진보 과정에서 경제의 진행경로가 달라질 때 일어나는 일을 시간적 연속 과정으로 분석할 수 있게 했다. 아멘돌라, 파트리아르카와 같은 신오스트리아학파 학자들은 힉스의 방법에 기초하여 기계 효과를 시장 메커니즘과 조정의 실패의 관점에서 분석하는 모델을 제시했다. 이들은 기술 진보의 확산과정에서 숙련 구조의 불일치가 발생하고, 이자율 수준의 변동이 생산과정의 자본가치에 영향을 미쳐서 실업률의 일시적 하락을 초래함을 보였다. 이 방법은 기술변화로 인한 실업문제를 해결하기 위한 경제정책 방안에 대한 시사점을 제시해주고 있다.

다국어 초록 (Multilingual Abstract)

Ricardo had the idea that technological unemployment is the result of the problem of co-ordination failure in the process of introduction of a new technology. The controversy between optimists and pessimists that followed and
keeps dividing the economists is thought to be due to the absence of an analytical framework able to deal properly with out-of-equilibrium processes through which a technological restructuring of production goes. Hicks opened the way to represent Ricardo’s idea in a Austrian dress. In a Traverse model he made it possible to consider a thoroughly sequential analytical context within which to analyse transition processes between different technological equilibria. Based on Hicks’ idea, some Neo-Austrians like Amendola and Patriarca could attribute the machinery effect to market mechanisms and hence to co-ordination failures. It has been shown that changes in the level of the interest rate may exert a strong influence on the value of capital and hence on the time profile of production processes and the rate of unemployment, whatever the nature of the new technology. The change of analytical perspective implied by the focus on co-ordination allows to shed light on some puzzles like the productivity paradox
and to stress policy requirements of the viability of processes of technological change.
