영등포지역 지구단위 계획에 있어서의 PCM 적용에 관한 연구 = (A) study on the PCM application for the Yeongdeungpo district unit planning

According to the super annuation of the residences supplied in large quantities since 1970s, it is getting bigger to considering about the project of reconstruction, redevelopment and reimprovement. For performing these projects more systematic and efficient, the law of the consolidation for urban communities and residing environmentwas legislated newly on the Dec. 30th, 2002 as well as became effective in July, 2003.Also, The Seoul City Government has established about 200 district unit planning since 1997.Therefore, this paper deals with the useful function and practical plans o f PCM(Project Consulting Management) in the district unit planning to perform the project of reconstruction more systematic and efficient.In this paper, we considered a district unit planning, reconstruction and PCM and picked out a primary factor which leads district unit planning to succeed efficiently.Also, we took into the newly concept of PCM which is suitable in district unit planning and researched on the function of PCM to gain the highest profits in district unit planning as analysing considerably and approaching a sorts of aspects such as feasibility study, the utilization and management.Function of PCM is elicited by case study which is in progress. Absolutely, PCM suggest district unit planning improve itself.Because a study and a case on the function of PCM is not enough in domestic, it is considered that it is necessary to study and research continuously on the function of PCM in district unit planning. It will take a district unit planning to success.If it is continuous to study on the practical roles of PCM in the district unit planning, PCM will be help environment of residence improvement.

국문 초록 (Abstract)

2000년대에 들어서 1970년대 이후 대량 공급된 주택들이 노후화됨에 따라 이를 개선하고 정비하기 위한 재건축, 재개발, 재개량 사업에 대한 관심이 고조되고 있으며 이를 체계적이고 효율적으로 계획, 관리, 실행하기 위해 「도시및주거환경정비법」이 2002년 12월 30일에 신규제정 되었으며 2003년 7월부터 발효되었다.또한 서울시 에서는 1997년을 전후로 하여 4~5년 사이에 200여개의 지구 단위 계획이 수립 되었다.이에 본 연구에서는 「도시및주거환경정비법」에 의해 국내에서 시행되고 있는 재건축, 재개발, 재개량 사업을 통한 도심지 지구 단위 계획을 좀 더 효과적이고 체계적으로 수행하기 위한 PCM의 효용성과 활용방안을 제고하고자 하였다.이를 위해 지구 단위 계획, 재정비 사업, PCM에 대해서 이론적 고찰을 하였으며 또한 도심지 지구 단위 계획에 적합한 PCM의 개념을 도입하여 지구 단위 계획 사업의 효율성 극대화를 위한 PCM의 역할을 도출하였다.하지만 아직 국내에서는 PCM을 뒷받침할 수 있는 충분한 연구와 사례가 없어 향후 지구 단위 계획의 효과를 극대화하고 지역주민의 주거환경의 향상을 제시하는 성공적인 PCM의 역할을 수행하기 위해서는 지속적이고 충분한 분석과 연구가 요구되며 더 나아가 정확한 타당성이 검증될 필요가 있다고 사료된다.이처럼 지구 단위 계획에 적용시킬 수 있는 PCM의 실무적인 역할이 계속적으로 연구되어진다면 국내 지구단위 계획의 발전에 도움이 된다고 판단되는 바이다.
