새로운 고용 관행의 도입과 확산 요인 : 철강산업을 중심으로 = Adoption and Diffusion of New Employment Practices: The Case Korean Steel Industry

During more than four decades of rapid industrialization, Korean steel industry has buttressed global competitiveness of Korean industries. Korean steel industry is now aiming to enter into a new realm of industrial paradigm, which depends more heavily on innovation, skill, and knowledge power of their people. From the beginning of the 1996, steel companies related with POSCO and its major affiliates began to change this old fashioned divide by introducing, what is called a "New Paradigm" in the employment relations. This paper is a trial to investigate a unique way of 'social invention' in the Korean steel industry and its implications for other industries.

국문 초록 (Abstract)

한국의 철강산업은 안정된 고용관계를 바탕으로 산업 전반의 핵심 소재를 공급하는 산업 연결 구조의 핵심에 위치하면서 한국 산업의 세계적 경쟁력과 선진화를 뒷받침해 왔다. 철강산업에서는 2006년경부터 대기업과 중소기업의 상생협력 문제를 고용관계의 새로운 패러다임 도입을 통해 해소하기 위한 노력을 전개해 왔으며, 그 중심에는 교대근무제 변화를 통한 고용관계의 새로운 패러다임 도입 시도가 자리하고 있다. 본 연구는 철강산업에서 포스코 계열사들을 중심으로 전개되어 온 고용관계 전환 시도와, 이러한 노력의 확산 과정에 주목하고, 여기에 영향을 미치는 핵심 요인들을 파악해 보기 위해 이루어졌다. 연구의 결과 대기업 차원의 묵시적 지원과 가이드라인 설정, 단일 조직이 아닌 기업 네트워크 차원의 일관된 확산 노력이 철강산업 분야에서 기존의 대·중소기업 균열 구조를 넘어서는 새로운 형태의 상생협력 모델을 성공적으로 확산시킬 수 있는 새로운 가능성을 확인할 수 있다.
