산업유산과 도시만들기 : 독일 엠셔지역 사례 = Restructuring of An Industrial Area With An Industrial Heritage : A Case of Emscher in Germany

국문 초록 (Abstract)

이 논문은 철강과 석탄산업 관련 산업유산을 중심으로 지역관광개발을 추진해온 독일의 엠셔지역의 산업유산을 활용한 도시만들기전략의 특징을 살펴보았다. 먼저 엠셔지역의 재구조화과정에는 산업지대를 경제적, 생태학적, 사회적, 문화적으로 재구조화하는 것을 목표로 움직여온 유한회사 IBA가 있었다. 유한회사 IBA는 산업유산을 보존하고 활용해온 중심적인 지역기관이자 광범위하고 장기적인 정부, 기업, 그리고 전문조직들 간의 협력체계로서 도시의 미래를 위한 지역기관으로서 역할을 하였다. IBA를 통해 엠셔지역의 17개 도시들이 중심이 되어 100여개 이상의 개별 사업들이 추진되었고, 이들 사업들은 독자적으로 추진하되 서로 긴밀하게 연관시켜 산업지대 재구조화 네트워크를 형성하면서 추진하였다. 다음으로, 이들 재구조화 사업의 특징은 기존 산업유휴지를 비롯해 산업유산들을 보존하고 보호하면서 개발하는 방식을 채택하는 등 기존의 산업도시 이미지를 적극적으로 활용하는 적극적인 장소마케팅을 전개하였다는 점이다. 이 논문의 사례를 통해서 볼 때 어떤 도시만들기 전략이든 그것이 실효를 거두려면 구성원들 전체가 참여하는 방식이 되어야 한다는 것, 그리고 제거해야 하거나 철거 혹은 재개발되어야 하는 것으로 간주되어왔던 과거 산업도시이미지와 산업유산이 도시발전을 저해하는 요소가 아니라 도시발전의 중요한 자산이 될 수 있다는 것을 볼 수 있다.

다국어 초록 (Multilingual Abstract)

This paper was checked the characteristics of the strategy of place making for which utilized an industrial heritage centering on German Emscher which has promoted tourist resort development focusing on a steel and coal industrial heritage. In the re-structured process of Emscher first, there was an incorporated company IBA. IBA was a cooperation system between the long-term government, the enterprise and the professional organizations by wide range by the central area engine which has preserved and has utilized an industrial heritage, and IBA played the role as an area engine for the future in the city. Next the characteristics of the projects that were promoted by IBA are the point that the aggressive place marketing for which the image of an industrial city is utilized aggressively was developed such as adopting the system which develops the idle industrial land while preserving and protecting industrial heritages. After all, we can know that an industrial city's image and an industrial heritage to be removed are able to be important property of city development, not the element which obstructs city development.
