지역 수준 교육종단연구의 특성과 과제 - 서울, 경기, 전남을 중심으로

국문 초록 (Abstract)

본 연구는 서울, 경기, 전남 세 지역에서 실시된 교육종단연구를 비교하여 지역 수준 교육종단연구의 특성과 과제를 도출하였다. 세 지역은 모두 증거 기반 교육정책수립을 위한 종단연구를 시행하면서, 각 지역의 특성에 맞는 고유한 조사 설계와 운영 방식을 보였다. 서울은 도시 특화 교육환경 분석에, 경기는 혁신학교 정책 효과 분석에, 전남은 지역별 교육격차 분석에 초점을 맞추었다. 자료 생산 측면에서 표본유지율 감소와 대체 표본 관리의 어려움이 공통적으로 나타났으며, 품질 측면에서는 데이터의 신뢰도와 타당도 확보가 중요한 과제로 지적되었다. 2015 개정 교육과정 이후 학생 역량 평가 방식의 변화가 요구되는 상황에서, 각 지역은 인지적·비인지적 역량을 측정하는 다양한 접근법을 시도하고 있었다. 본 연구는 교육종단연구의 발전을 위해 역량 기반 평가 도구 개발, 데이터 품질 관리 체계 구축, 정책 활용도 제고 등의 개선 방안을 제시하였다. 또한 지역 간 협력 네트워크 구축, 역량 중심 평가를 위한 전문 연구센터 설립, 정책-연구 환류 체계의 제도화 등의 정책적 시사점을 도출하였다.

This study compared the longitudinal educational research conducted in Seoul, Gyeonggi, and Jeonnam to identify the characteristics of regional-level studies and suggest future directions. All three regions implemented longitudinal research to support evidence-based education policy, employing research designs tailored to their local contexts: Seoul focuses on analyzing urban educational environments, Gyeonggi on evaluating the effects of the innovation school policy, and Jeonnam on addressing the regional educational disparities. Common challenges were identified in maintaining the sample retention and managing the replacement samples. A critical issue was ensuring the reliability and validity of the research data. In line with the 2015 revised national curriculum emphasizing competency-based assessment, each region has explored approaches to measure both cognitive and non-cognitive competencies. To advance the regional longitudinal educational research in South Korea, this study proposes developing competency-based evaluation systems and establishing data quality management frameworks, with policy implications including building inter-regional collaborative networks, founding specialized research centers for competency assessment, and institutionalizing feedback mechanisms between research and policy.
