This research reviews related literature, describes the current status of assessment practices and problems for young children with disabilities, and suggests appropriate assessment procedures and methods for program planning and evaluation. Current knowledge, related laws, and guidelines as well as research in the area of assessment procedures methods for young children with disabilities in Korea are limited. Assessment of young children with special needs remains dominated by restrictive methods, and many IEPs do not appear to serve strengthen the link between program components. Team work among families and professionals are not actively facilitated. This study suggests a top down approach to assessment, curriculum-based assessment, and ecological assessment for programming. This study also suggests various observation methods and portfolio assessment for child's progress monitoring toward goals. General procedures and methods for IEP evaluation are also suggested.
