Infrastructure Free-Riding of Residential Development in Seoul Metropolitan Fringe

국문 초록 (Abstract)

1. 내 용
(1) 연구목적
본 연구는 서울대도시 주변부의 비합리적 토지개발규제로 인해 주거지개발과정에서 기반시설 무임승차가 초래되었음을 생생하게 보여줌으로써 합리적인 토지개발규제의 필요성을 강조하는데 목적이 있다. 농촌적 토지이용에서 도시적 토지이용으로의 점이지대인 서울대도시 주변부는 주로 주거용 토지로 개발되어 왔으며, 이러한 현상은 산업화가 시작된 1960년대 이래 서울의 급격한 도시화와 교외화 때문이다. 1990년대 들어 서울대도시 주변부 주거지 개발은 이윤극대화를 추구하는 민간건설업체에 의해 주도되었다. 그러나 서울대도시 주변부의 토지개발규제는 개발과 동시에 적정 기반시설을 공급하는데 비효율적인 유클리드 용도지역제를 기반으로 하여왔다. 그 결과 서울대도시 주변부 주민들은 도로, 학교, 상하수도 등 기반시설측면에서 열악한 생활을 감내할 수밖에 없었다. 이러한 현상을 현실적이고 구체적으로 분석하기 위하여, 서울대도시 주변부의 대표적 난개발 도시인 용인시를 선택하였으며, 1991년에서 2000년까지를 분석기간으로 삼았다.

(3) 연구결과
서울대도시 주변부의 여타 도시들처럼 용인시의 토지개발규제도 유클리드 용도지역제의 한계를 지니고 있었다. 그 결과, 민간건설업체가 준농림지역 혹은 준도시지역에서 주거지 개발규제의 용도와 밀도요건을 충족시키면 적정 기반시설의 공급없이도 아파트를 개발할 수 있었다. 이러한 사실은 용인시의 거시적 분석에서 확인할 수 있었고, 특히 수지2 공영택지지구와 인근의 상현취락지구 및 11개 민간개발지구의 미시적 분석에서 명확하게 확인할 수 있었다.
2. 결 과
서울대도시 주변부내 용인시를 대상으로 사례연구결과, 유클리드 용도지역제는 수많은 민간개발지구들이 공영개발지구의 기반시설을 무임승차할 수 있도록 허용함을 알 수 있었다. 이러한 연구 결과는 서울대도시 주변부 주거지개발에서 적정 기반시설의 확충을 위해서는 합리적인 토지개발규제가 필수적임을 시사한다.
