한국의 지방재정 연구특성에 관한 분석: 한국지방재정논집을 중심으로 = An Analysis of Research Characteristics on Local Finance in Korea: Focusing on ‘the Korean Journal of Local Finance’

국문 초록 (Abstract)

본 연구에서는 지방재정을 연구하는 연구자들의 연구수행 경향을 분석하여 지방재정의 연구특성을 파악하기 위하여 지방재정 연구의 대표적인 학술지인「한국지방재정논집」중 2007-2014년 일정기간에 게재된 논문 107편을 대상으로 연구자들의 배경 및 참고자료, 주제어로 구분하고 내용분석을 하였다.
연구결과는 다음과 같다. 첫째, 연구자들의 지역은 수도권, 논문게재 시 연구자의 직위는 교수, 연구자 유형은 단독연구가 많은 것으로 나타났다. 또한 학술지 1편당 연구자 수는 1.4명으로 논문게재편수 별 게재자 수는 다수가 1회이며, 연구비 지원형태는 순수학술연구, 연구자 최종학위 및소속은 경상계열이 많은 것으로 나타났다. 연구방법론에서는 양적 연구, 자료분석 방법에서는 인과분석, 연구영역 대분류에서는 지방자치단체 수입이 소분류에서는 정부 간 재정관계가 많은 것으로나타났다. 둘째, 참고자료를 살펴보면, 논문 1편을 생산해내는데 평균 32.2건의 자료, 참고자료의유형별로는 학술지, 참고문헌에서 가장 많이 인용된 학술지는「한국지방재정논집」이었다. 학술지 관련현황을 조사한 결과 관련성에서는 경제학(4종: 25.7%), 행정학(5종: 21.3%), 정치외교학(1종: 3.3%), 정책학(1종:3.3%)으로 나타나 행정학과 밀접한 연관성을 가지는 것으로 나타났다. 셋째, 논문들의 핵심주제어를 분석한 결과 전체 327개의 주제어가 나타났으며 재정분권, 지방재정이 가장높은 빈도로 나타났다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the research trends performed by the researchers studying local finance, and so understand research characteristics on local finance. For this purpose, over the subjects of 107 articles published during a certain period of 2007-2014 in ‘the Korean Journal of Local Finance’ as the typical academic journal on local finance, this study conducted content analysis by classifying researchers’ backgrounds, reference data, and key words.
The results of this study can be summarized briefly as follows. First, Seoul metropolitan area was higher in researchers’ regions in publishing articles, and professors were higher in researchers’ position in publishing articles, and single research was higher in researchers’ types. In addition, the number of researchers was 1.4 persons per one academic article, and the number of published articles by contributors was mostly one time, and pure academic research was higher in research fund assistance forms, and economics & business, public administration, and others were higher in order in researchers’ final degrees and belongings.Quantitative method was higher in research methodology, and causal analysis was higher in data analysis methods, and local governments’ revenue was higher in the broad classification of research fields. and the financial relations between governments were higher in the narrow classification of research fields. Second, according to the results of examining reference data, 32.2 data were used on the average in producing one article, and academic journals were higher in reference data types, and the Korean Journal of Local Finance was the most cited academic journal in reference. According to the results of investigating the current state of academic journal relevance, economics(4 kinds: 25.7%), public administration(5 kinds: 21.3%), political and diplomatic science(1 kind: 3.3%), and policy science(1 kind: 3.3%) were higher in order in relevance, which means that local finance research had close relevance to public administration. Third, according to the results of analyzing key words in articles, there occurred a total of 327 key words which were classified into 292 key words.
