미국 보육서비스의 공공-민간 파트너십의 효과성 연구 = Effectiveness of Partnerships between Child Care Centers and Head Start Agencies in the U.S. -The Impact of Partnerships on Parents' Satisfaction with Child Care Services-

국문 초록 (Abstract)

본 연구의 목적은, 최근 우리나라 보육정책 환경의 다양한 변화와 시도속에 지속적으로 고민해 오던 공공 영역의 민간보육시설에 대한 지원 방향을 중심으로, 미국 공공-민간 파트너십 사례 연구를 통해 실질적 효과성에 대한 경험적 근거를 제시하고자 함이다. 또한 이를 바탕으로 우리나라 보육 서비스 정책의 새로운 시도인, 민간어린이집의 준공영화(공공형/서울형 어린이집)전략을 다시금 고찰하고, 그와 관련한 정책적 시사점들을 검토하고자 한다. 이를 위해, 미국 연방정부 산하 헤드스타트 프로그램과 지역사회 민간보육시설과의 파트너십이 보육서비스 질에 미치는 영향을 부모 만족도 평가를 통해 위계선형모형을 이용해 분석하였다. 연구 결과로, 헤드스타트와 파트너십을 맺고 있는 민간보육시설의 보육서비스를 이용한 부모들 중한부모가정의 부모 만족도가 높게 나타났다. 하지만, 일반가정 부모들의 만족도는 헤드스타트와 파트너십을 맺고 있지 않는 기관에 속한 부모들의 만족도가 높게 나타나면서 파트너십 효과성에 대해 충분한 경험적 근거를 마련하는데 한계가 있었다. 이는 선별적이고 재정지원 중심의 공공-민간 파트너십 전략은, 모든 아동과 가족들에게 동질의 보육서비스를 제공하는데 한계가 있음을 시사했으며, 효과적인 파트너십을 위한 공공의 역할과 이용자 욕구 중심 및 참여 확대를 통한 서비스 전달 측면에서 정책적 시사점을 고찰하는데 본 연구의 의의가 있다.

다국어 초록 (Multilingual Abstract)

This study explores the effectiveness of partnerships between child care centers and Head Start agencies in the U.S. The study seeks to make contribution to the field by providing empirical evidence on the effectiveness of partnerships between private and public sectors. The study is also expected to provide implications to the current Korean child care policy that is currently undergoing dynamic changes and are in the process of developing publicly supported private child care centers (Quasi-public child care service delivery system). As an example of the public sector`s support for the private sector in child care, this study examined whether the partnerships between Head Start (at the government level) and child care centers (at the community level) influenced the quality of child care, evaluated by parents` satisfaction, at the client level. The study result from hierarchical linear modeling report that the child care center-Head Start agency partnerships have positive impact on parent satisfaction for single parents, but negative impact for parents in general. This finding reflects that selective child care policy approaches and partnerships between the public and private sectors based on financial support have major limitations in delivering good quality universal child care services. Moreover, the result provides meaningful implications to Korean child care policy, particularly in terms of the new role of the public sectors partnering with private child care centers, and the needs-based approach with more parent participation in the child care service delivery system.
