Cultural property is produced by collaboration between human and nature, where human acts as subjective actor taking the nature or nature structure as its target. Each country and ethnic group has developed unique culture according to their respective traditions, and such cultural property reflect sentiment and value system of the country and ethnic group. It follows that cultural property is product of the traditional culture and that it is heritage from the ancestors. Once demolished, cultural property cannot be recovered permanently and therefore it is our responsibility to preserve and turn over the cultural property to our descendants.
In order to make cultural property maintain its various values and importances preserving the original form of the cultural property is needed. Cultural property management is a series of works for that purpose and cultural properties management records are the records produced during the work.
Unless the status of a cultural property is changed into a status where it is not a cultural property anymore, every cultural property requires cultural property management. Cultural properties management records accumulated during such management reveals how appropriate the management system under the Cultural Properties Protection Law is, and how the cultural property was managed through its entire lifetime as being cultural property since the beginning from the appointment as cultural property until the dismission. In addition, the history of such management which the record provides more clear purpose and direction of the cultural property management to follow.
In order to provide more effective management on the records produced during cultural properties management, this study focuses on the current real estate cultural property management carried out by cultural property department in Seoul Metropolitan Government. Real estate cultural property is the cultural property that is fixed at certain location and land that cannot be moved freely. Therefore it is necessary to designate the preserved area of cultural properties or certain structure for preservation of real estate cultural property, and evaluation of such area and consideration of such structure is needed. This study investigates adminstration process of real estate cultural property in Seoul and the records produced during that process.
In order to analyze the real estate cultural property management of cultural property department, the legislations such as the Cultural Properties Protection Law, cultural properties protection ordinance by Seoul Metropolitan Government and the literature material such as service guideline given by Cultural Heritage Administration and cultural property department in Seoul Metropolitan Government are investigated as well as carrying out interview with the government employee in charge and researching the actual records.
During the analysis, real estate management procedure was classified into 6 steps including; designing and revising, appointment and dismiss, maintenance, granting the modification of the property's condition, safety management, etc.. The records produced from each step were studied. Currently Seoul Metropolitan Government, under the entrust from Cultural Heritage Administration, is in charge of preserving the cultural properties appointed by central government. Meanwhile Seoul Metropolitan Government also appoints its own cultural property and conducts and evaluates every steps in real estate management procedure on its own. Therefore in analyzing real estate management steps such as appointment and dismiss, maintenance, granting the modification of the property's condition, cultural properties assigned by central government and Seoul Metropolitan Government was distinguished. Also, the work of Cultural Property Board under Seoul Metropolitan Government, which plays important role assessing historical and academical value of the property, and the records produced during such work are investigated. Current status and drawback of the preserving system of these records are also provided in this study with taking storing place into account.
Based on such findings, it was found that new records classification scheme which reflects characteristic of each work is needed in order to improve efficiency of the management of the cultural properties management records. The novel records classification scheme suggested in this study takes the type of cultural property and management work as its criteria. Such scheme will allow browsing the records by cultural property as index which will increase the usability of the all the records from the beginning of the appointment of the cultural property in concern after enough records have been accumulated. Circulating work system of civil employees is creating a problem in transition, but such system will also help improving the situation. This study also suggests that additional professionally trained human resource is required within the cultural property department for more systematic management of the records, as well as including education on record management as a part of cultural property management employee training course.
Seoul has been the central location through out the history and therefore lot of cultural properties resides in it. The value of this study is that records produced during management work under the Cultural Properties Protection Law are investigated and that it suggests novel records management scheme which takes into actual cultural property management work into account.
