지역환경계획 추진과정에서의 시민참여 활성화 방안 = Citizen Participation in the Process Regional Environmental Planning

국문 초록 (Abstract)

시민참여는 시민 스스로 만들어 가는 정책으로서 시민 스스로의 지역환경에 대한 관심과 향토애, 공동체의식을 고취시킬 뿐만 아니라 지역환경에 대한 책임감을 지니게 하는 역할을 담당한다. 이러한 시민참여에 의한 지역환경 가꾸기는 지방화시대에 있어 지역주민의 삶의 질을 높일 뿐 아니라, 지속가능한 지역만들기를 통해 지역 경쟁력을 강화할 수 있다. 이에 따라 본 연구는 문헌조사, 인터뷰조사를 통해 국내외 지역환경계획 추진과정에서의 시민참여 현황을 살펴보고, 이를 바탕으로 전문가 회의와 브레인스토밍(Brainstorming)과정을 통해 시민참여 활성화를 도모할 수 있는 단기적, 중기적, 장기적 추진방안을 도출하고자 하였다. 그 결과 단기적으로는 계획수립과정에서의 7가지 방안, 집행과정에서의 4가지 방안, 평가환류과정에서의 3가지 방안 등 총 14가지 시민참여 활성화방안을 도출하였다. 또한 중기적으로는 계획수립과정에서의 4가지 방안, 집행과정에서의 2가지 방안, 평가환류과정에서의 4가지 방안 등의 10가지 시민참여 활성화 방안을 도출하였으며, 장기적으로는 계획수립과정에서의 3가지방안을 도출하였다.

다국어 초록 (Multilingual Abstract)

Citizen participation is the policy which is being made by the citizens themselves. It plays roles which not only inspire its interests, local patriotism, and collaborations in a community but also make a sense of responsibility. This local environmental cultivation by citizen?s participation improves the life quality of local residents in the age of localization. Thus, this study examines the present situations of citizen participation through the literature reviews and interviews, and on the bases of this, it also intended to draw the short-term, the mid-term, and the long-term promotional plans which can contrive revitalization of citizen participation from the conferences of experts and brainstorming processes. As a result, for the short-term project, I entirely deduced 17 devices to derive the revitalization of citizens? participations : 7 of them at the stage of designing the programs, 4 of them at the stage of executing, 3 of them at the stage of evaluating a reflux. Also, for the midterm project, I deduced the 10 devices to draw revitalization of citizens? participations(4 of them at the stage of designing the programs, 2 of them at the stage of executing, 4 of them at the stage of evaluating a reflux) and derive the 3 devices at the stage of designing the programs.
