과학선진국의 연구윤리 가이드라인과 한국사회에의 시사점 -미국,영국,독일,덴마크 사례를 중심으로- = A Comparative Analysis of the Guidelines of Science Ethics -Cases of United States, Great Britain, Germany, and Denmark-

다국어 초록 (Multilingual Abstract)

By the time when research competition was intensified around the academia, intentional research misconducts started to be proliferated and ethics of scientific research emerged as one of the critical issues in and outside the scientific community. This paper aims to explore ideas that are necessary to construct a new guideline for science research ethics in Korea. It seeks to compare the guidelines of four leading countries, such as United States, Great Britain, Germany, and Denmark, to that of Korea in terms of following aspects including topics and contents, definition of scientific misconduct, institutional responsibilities, means of conflict resolution, grievance procedure, data collection, reporting and application of research results. It is concluded that besides the formal procedures of stipulation, detection and punishment, a series of self-corrective procedures composed of open debate, autonomous rule setting, dissemination, and self regulation need to be accompanied in order to enhance the research ethics of Korean scientific community. Two supplementary requirements are also identified. One is the development of ethical principles that can satisfy contradictory requirements of ideal culture of scientific world and real culture of social world. The other is the renovation of current ethical education and ethical training in order to cope with the challenges from the existing societal arrangement that still allows for illegal behaviors of various kinds.
