디자인사고(design thinking)를 활용한 정책자금 지원대상 선정기준 개선방안 = A Study on the Improvement of the Selection Criteria for Policy Funding with Design Thinking Theory

국문 초록 (Abstract)

한정된 재원으로 성공가능성이 높은 기업을 발굴하기 위한 절차와 평가기준을 어떻게 개선할 것인가에 대한 연구는 매우 중요한 정책적, 학술적 주제가 된다. 그러나 신생기업을 지원하는 과정에서 지원대상을 어떻게 선별할 것인가에 대한 주제는 국내에서는 거의 연구되지 않고 있다. 그간 이론적인 관점에서는 정책자금 지원의 필요성에, 실무적인 관점에서는 지원영역에 중점을 두고 있었던 연구 주제의 확장이 시급한 상황이다. 이런 필요성을 바탕으로 본고는 정부가 지원하고 있는 정책자금의 지원대상을 선발하는 절차와 기준에 대한 개선사항을 혁신의 새로운 기준으로 활용되고 있는 디자인사고 이론을 논거로 하여 국내 최초로 연구하였다는 점에서 의의가 있다. 또한 벤처투자가 가장 활성화 되어 있는 미국의 주요 엑셀러레이터의 선발기준에 대한 사례 분석을 통해 실제 투자 현장에서 직접적으로 활용될 수 있는 실무 가이드라인을 제시하였다는 점에서도 시사점이 있다. 이 과정에서 사용자 경험개선을 최우선시하는 디자인사고 이론이 프로토타입과 이의 제공주체인 창업자라는 형태로 해외 유명 엑셀러레이터들의 핵심 평가기준으로 활용되고 있다는 것을 논증하여 이론과 실제를 접목하는 연구방식을 활용한 점도 기존 연구와 차별성이 있다. 그리고 제도개선사항이 실질적으로 시행될 수 있도록 현행제도에 대한 보완사항도 제시하여 개선사항의 적용가능성에 대한 검토도 함께 하였다는 점에서 정책적 의의가 있다.

다국어 초록 (Multilingual Abstract)

Research on improving the criteria for selecting high-potential companies with limited resources is a crucial topic in both policy and academia. However, there has been little research in Korea on how to select candidates in the process of supporting startups. There is a pressing need to expand research topics that have been focused on the need for policy funding from a theoretical perspective and support areas from a practical perspective. Based on this need, this paper is significant in that it is the first study in Korea to suggest improvements to the process and criteria for selecting applicants for policy funds supported by the government based on design thinking theory, which is being used as a new standard for innovation. In addition, the case analysis of the selection criteria of major accelerators in the United States, where venture investment is most active, provides practical guidelines that can be directly used in the actual investment field. This study differs from previous studies in that it utilizes a research method that combines theory and practice by arguing that design thinking theory, which prioritizes user experience improvement, is being used as a core evaluation criterion for accelerators overseas in the form of prototypes and founders who provide them. In addition, it is of policy significance in that it also reviewed the applicability of the improvement by presenting supplementary matters to the current system so that the system improvement can be practically implemented.
