      At this moment that various changes are rapidly made in values and behavior patterns of nowaday students, changes in the way of communication with them are required. Teachers need not analogue mode but digital mode of communication to make relationships with students who formulate a new way of communication in the new environment. To this end, teachers in classes are applying various education methods and developing new education methods for students.
      One form of them is application of education methods using class-web-page. It is used to activate self-governing activity as an extra-curriculum and to transcend restrictions of time and space. Thus in this thesis, class-web-page is implemented to help class management on the basis as the following.
      First, functions capable of making direct or indirect interaction among participants are required because interactions are very important between students and between a student and a teacher in the self-governing activities. Especially for the fostering the quality of democratic citizen, the space is needed to express one's opinion enough from all viewpoints. To implement this on the web, many kinds of CGI(Common Gateway Interface) are needed, Since it is difficult for one, not an expert, to develop CGI composed of PERL, PHP, ASP, etc., CGI open to the public is recommended. Thus we embodied an easily accessible current CGI of domestic production.
      Second, we implemented mutual dynamic homepage and made it possible to share information in common and communicate between a teacher and a student and between students. Accordingly, we are capable of cyber self-government activity based on the web, and through this we can heighten the ability of problem solvability.
      Third, though the class-web-page is constructed mainly for the self-government, it should be helpful for class-management. In addition, it should be a source for students to obtain much information as it is a web-based system.
      Fourth, the merit system, message sending function and continuing music to remove boredom during the process of connection are included to motivate students to use web more often.
      Fifth, we encouraged students to manage the web page as possible by assigning one student one role.
      The web page implemented in this thesis is composed of 6 main menu and 26 sub menu, and is made to be another class activity as a mutual dynamic web page beyond time and space. This web page made it possible for teachers as an open adviser to give students educational feed-back any time in the internet environment and to manage class effectively as a result of educational opportunities spending more time with students.
