    Standard of water rights in domestic rivers is clearly suggested, but detailed intake water volume of river about approved intake water volume is not understood, so various problems of maintaining river ecosystem have arose. In addition, change of efflux in basin and non-point pollutant source has a major influence on change of water environment in river with a problem of water rights according to change of rainfall pattern because of the effect of hydrological factors by climatic change, so quantitative analysis is needed.
    To understand a problem in river by water rights of vague standard in rivers of South Korea quantitatively, this study understood basic present conditions of basin such as flux, water quality, and water utilization in the Mangyeong River basin, an object basin, applied RCP 4.5 among climatic change scenarios, established a scenario through change of water intake rate of use amount of approved water rights, and applicable return water, and analyzed excess rate of target water quality and expected efflux with load duration curve by using revised and verified SWAT model.
    As a result, a difference between consideration and non-consideration of return water has a considerable influence on excess rate of pollution loading amount, and if intake water volume is little in all expected points, excess rate of pollution loading amount decreases steadily. If return water rate by land use is established by lively study of return water quantity, and more accurate data of water usage is applied through improvement of water rights of vague standard, accuracy and reliability of study about change of water environment such as future plan of water supply and prediction of sulfur change will be raised.
