나이지리아 '국가실패'의 배경에 대한 연구

국문 초록 (Abstract)

본 논문은 나이지리아가 세계 10대 석유 및 천연가스 매장 및 수출 국가로서 성장 잠재력이 높음에도 불구하고 정치, 경제, 사회 부문에서 국가실패 현상이 나타난 배경에 대하여 알아보고자 한다. 나이지리아는 자원부국인 동시에 다국적 기업이 나이지리아의 경제구조에서 중요한 역할을 차지하고 있다. 천연자원 발견 이후 경제가 급변한 나이지리아 사례를 분석하기위해 네덜란드 병(Dutch disease)과 다국적 기업에 의한 종속이론을 이론적 틀로 사용하였다.
제1장에서는 먼저 나이지리아에 대한 개괄적인 내용과 유전을 발견한 이후의 경제, 정치 역사를 기술하였다. 제2장과 3장에서는 네덜란드 병과 다국적기업에 의한 종속이론의 개념과 선행연구를 제시하고 이를 나이지리아 사례에 대입하여 분석을 하였다. 제4장에서는 앞서 2장과 3장에서 분석한 결과에서 더 나아가 나이지리아의 국가실패 배경을 설명하기 위해 나이지리아 정부의 정책과 국민들의 삶의 지표를 반영하는 “세계거버넌스지표 (Worldwide Governance Life Index)”와 “인간개발지수(Human Development Index)”을 비교 분석하였다.
분석 결과 나이지리아의 국가실패의 배경에는 네덜란드 병과 다국적 기업이 미친 영향이 하나의 변수로서 작용을 하였으나 근본적인 원인이 아니었다는 것을 알 수 있다. 두 요인 모두 정부의 정책과 제도를 통해 개선이 가능한 사안으로 국가의 역할에 따라 개선과 해결이 가능한 부분이었다. 따라서 나이지리아 정부의 정책 및 제도적 문제점과 부정부패가 만연한 사회 등 국가 내부적으로 발생한 문제점이 국가실패의 원인을 제공한 것이다.
나이지리아에서 나타나는 빈곤과 내전, 정치·사회의 혼란들은 나이지리아 정부가 공정성과 투명성, 정당성을 확보하고 다종족 국가라는 특수성에 맞는 정책을 실현해나갈 때 해결할 수 있을 것이다. 그리고 이를 통해 골드만 삭스(Goldman Sachs)가 BRICs를 이을 Next-11국가 중 하나로 평가한 것처럼 잠재된 성장력을 발휘 할 수 있을 것이라고 본다.

다국어 초록 (Multilingual Abstract)

This study investigates the background of Nigeria’s state failure in the areas of politics, economy and society. Nigeria, despite having high growth potential as the world’s tenth-largest oil-exporter and possessing natural gas is an example of a state failure. Scholars have used various theoretical paradigms to analyze the severe recession and social chaos that occurred after the discovery of natural resources.
This study explains why Nigeria, a country greatly influenced by natural resources is an appropriate case to be analyzed using Dutch disease and Dependency Theory reliance on a multinational company. It’s analysis of Nigeria’s breaking point and the resulting data takes into consideration the background of the phenomenon as state failure Nigeria’s government experienced.
The first chapter of this thesis describes general details about Nigeria, its economical and political history after the discovery of an oilfield. In the second and third chapters it proposes advanced research and a notion of Dutch Disease and Dependency Theory, which are analyzed by applying the case of Nigeria. The fourth chapter compares and analyzes Nigeria’s Worldwide Governance Index and Human Development Index that are reflecting Nigerian government policy and the people’s life. These indexes explain the state failure background and compensate the limitations that are examined in second and third chapter.
Analysis shows that The Dutch disease and influence of multinational company in the state failure background are variables but it is not the determining causes.
In conclusion, it can be inferred that a Nation’s internal affairs such as the Nigerian government policy, institutional problem, society where corruption is rife, made Nigeria a state failure.
