NGO의 지방의회 대상 이익표출활동의 현황과 한계 요인

국문 초록 (Abstract)

이 연구의 목적은 지방의회를 대상으로 수행되는 NGO 이익표출활동의 현황과 그 한계 요인을 규명하는 것이다. 이러한 작업은 대의민주주의 하에서 주민이익의 대변자 및 지방의회의 정책조언자로 기능하는 NGO의 역할에 주목하여, NGO의 제도화된 이익표출을 통해 지방의회가 주민참여의 장 혹은 지방정치의 주축으로 거듭날 수 있는 대안을 모색한다는 의미를 가진다. 자료수집과 분석은 신문기사의 내용분석과 NGO 사무국 대상의 인터뷰 조사를 통해 이루어졌다. 분석결과, NGO와 지방회의 간 정책적 연계를 위한 과제로 NGO 상호간 정책적 네트워크의 구축, 지방의원의 NGO에 대한 동반자적 관계 설정, 지방의회와 NGO 간의 제도화된 접촉 채널의 정례화, 그리고 지역정당 설립이 제시되었다.

The objective of this study is to empirically examine the reality of political connection between NGOs and local councils. Concretely, examining the current status and limitation factors of NGO’s interest articulation activities targeting local councils, an alternative for the political connection between them was suggested, which is significant to suggest new measures that help local councils to work as a place for residents participation focusing on NGOs. The data collection and analysis were done through the contents analysis of news articles and the interview with the secretariat of NGO. In the results of the analysis, several tasks have been drawn such as the establishment of institutional network between NGOs, local councilors’ setting up the partnership with NGOs, regularization of systematized contact channels between local councils and NGOs, and the establishment of local parties.
