좌절과 도약의 갈림길 : 한국학 세계화 = Crossroad of frustration and ascension : Globalization of Korean Studies

국문 초록 (Abstract)

한국학의 세계화는 두 가지 방향에서 추진되어 왔다. 하나의 한국학의 질적 수준을 월드 클래스로 만드는 것이고 다른 하니는 양적 측면에서 한국학을 연구하는 해외 학자와 해외 대학의 숫자를 확대하는 것이다. 양적 부문의 성장은 1990년대 후반 이후 빠른 속도로 이루어지고 있다. 이러한 성장에는 국제교류재단(외교통상부)과 한국학중앙연구원(교육과학기술부)의 지원 활동이 크게 기여하였다. 한국학의 세계화를 위해서는 두 기관의 상호협력이 매우 중요하다. 질적인 면에서 한국학의 세계화는 아직도 갈 길이 멀다. 질적인 면에서 한국학의 세계화를 추진하기 위해서는 해외의 석학들이 한국학 연구에 참여하여 학문적 영향력이 있는 논저를 생산하도록 하여야 하며, 또한 국내에서 창의적이고도 수준 높은 논저들이 생산되어야 한다. 이런 점에서 인문한국, 사회과학발전방안, 중점연구소 둥의 초창기 목적과 이상은 잘 실현 되어야 한다. 그러나 현실은 관료주의적 통제와 논문숫자 경쟁으로 말미암아 세계적 연구 논저의 생산이라는 목표와는 멀어지고 있다. 학자들이 연구과정으로부터 소외되어 자괴감에 빠져 있는 현실에서는 세계적 연구성과를 기대하기 어렵다. 이 점을 개선하기 위한 전략으로서 한국학진흥사업단은 2010년에 학계와 정부의 지지를 받아 한국학세계화랩 사업을 출범시켰다. 국내외 석학들의 깊은 관심 속에서 출발한 이 사업도 초기의 목적과 이상을 실현할 수 있을지는 확실하지 않다. 선진적 연구비 편성과 연구책임자의 자율성을 강조하려던 초기의 이상은 후퇴할 조짐이 나타나고 있다. 한국학의 세계화를 위해서는 국내 한국학의 발전이 필수적인데 1차년도 한국학세계화랩 선정에서 국내가 완전히 배제된 것도 이러한 후퇴조짐의 하나이다. 앞으로 한국학의 세계화를 위해서는 연구책임자의 자율을 강화하고 논문숫자보다는 학문적 수준을 강조해야 한다. 또 해외의 한국연구가 곧바로 한국의 국익에 봉사해야한다는 근시안적 자민족중심주의의 틀도 극복되어야 한다.

다국어 초록 (Multilingual Abstract)

Globalization of Korean Studies has been driven in two ways. One way has been to lift the quality of Korean Studies to a world class standard, and the other, increasing the number of scholars and universities within Korea and overseas that research Korea. There has been exponential growth and development in the two areas since the later 1990s. The support and sponsorship of the Korea Foundation (Ministry of Foreign Affairs and Trade) and the Academy of Korean Studies (Ministry of Education, Science and Technology) contributed greatly to this development. The cooperation of these two institutions has been very important for the globalization of Korean Studies.
Qualitatively, the globalization of Korean Studies still has a long road ahead. In order to propel the globalization of Korean Studies in terms of quality, international distinguished scholars need to be involved in Korean Studies and produce influential academic publications in addition to the need of creative and high quality academic publications produced in Korea. In this regard, the Humanities Korea, Social Science development plans, Core Research Institutions and so forth, should realize and implement their early goals and objectives. However, the reality of bureaucratic control and the competition of thesis numbers is far from, and increasingly moving away from, the goal of academic quality publications of international standard. The reality of scholars being alienated, even during the research process, makes it difficult to anticipate quality research of a world class.
As a strategy to improve this matter, the Strategic Initiative for Korean Studies. received support from academia and the government in 2010, and launched the Lab for the Globalization of Korean Studies. Although this project received great interest from scholars at the outset, it is uncertain whether the project will realize its goals and objectives. Signs of the ebbing research cost allocation and the regression of the initial emphasis on the research director's autonomy can be seen. Although development of Korean Studies within Korea is vital for the globalization of Korean Studies, the fact that applications from South Korea were excluded from selection in the first year of the Lab for the Globalization of Korean Studies is a telling sign of the regression. What is more, the goal of the office seems to be changed: The name change from Strategic Initiative for Korean Studies into Korean Studies Promotion Service is telling that the emphasis on "quality' is weakening.
For the future of globalization of Korean Studies, there needs to be an emphasis on the autonomy of the research director, as well as quality of the academic research publication rather than numbers. In addition the shortsighted ethnocentrism framework that assumes overseas research on Korea must immediately serve the national interest must be overcome.
