북한 핵 위협의 고도화와 한국의 전략적 선택: 확장억제를 넘어서 = North Korea’s Advanced Nuclear Capabilities and the Limitations of US Extended Deterrence for South Korea: What Should Be South Korea’s Strategic Choice?

국문 초록 (Abstract)

본 논문은 북한 핵(核) 능력의 고도화가 미국의 확장억제(extended deterrence) 전략에 어떠한 도전을 야기하는지를 분석한다. 특히 기존의 많은 연구에서 간과되어 온 확장억제 체제의 성공적인 작동 요건을 규명하고 이를 북한의 사례에 적용하여 확장억제가 북한 의 핵 능력이 고도화된 오늘날에도 여전히 유효하게 작동하는지를 검토한다. 이를 통해 북한 핵무기의 실존적 위협에 처한 한국의 바람직한 전략적 선택은 무엇인지를 고찰한다. 논문은 북한 핵 능력의 고도화로 미국의 대(對)한반도 확장억제 전략이 더 이상 효과적으로 작동할 수 없는 상황에서 한국의 생존을 가장 확실하게 보장하는 방안은 한국의 독자적인 핵무장이라고 주장한다. 또한 논문은 한국의 독자적인 핵무장, 특히 ‘한국으로만 제한되고 통제된 핵확산(a limited and controlled proliferation to South Korea)’을 제안하고 그것은 한국과 미국 양국의 전략적 이익에 부합함으로 실현 가능하다고 주장한다.

다국어 초록 (Multilingual Abstract)

This article analyzes the challenges that North Korea’s highly advanced nuclear capabilities pose to US extended deterrence. In particular, it identifies the successful (or failing) conditions of extended deterrence that extant literature has neglected and applies those to the North Korean case to see whether US extended deterrence is still effective to cope with North Korea’s growing nuclear threats. In doing so, the article examines which strategic choice is desirable for South Korea, which is under existential threats from North Korea’s nuclear weapons.
The article contends that South Korea’s independent nuclear capability is the surest way to guarantee Seoul’s survival since the nuclear balance between North and South is likely to deter Pyongyang, thereby generating peace and stability on the Korean Peninsula. Proposing a limited and controlled nuclear proliferation to South Korea, the article argues that it is feasible as it aligns with the strategic interests of both the US and South Korea.
