2005년 항해안전에 대한 불법행위 억제협약의 국내 대응방안 연구 = A Study on the Municipal Response Plan for the Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation, 2005

다국어 초록 (Multilingual Abstract)

  In response to the fatal terrorist attacks against the United States of America on 11 September 2001, the twenty-second IMO Assembly, on 20 November 2001, adopted Resolution A.924(22), Review of Measures and Procedures to Prevent Acts of Terrorism which Threaten the Security of Passengers and Crews and the Safety of Ships. The resolution calls on the Legal Committee to review, on a high priority basis, the instrument "the Convention for the Suppression of Unlawful Acts against the Safety of Maritime Navigation, 1988(hereinafter referred to as "SUA Convention") and its Protocol" under their purview to determine whether they need to be updated and to determine whether there is a need to adopt other maritime security measures that may be appropriate. As a result of the review of the SUA Convention, International Maritime Organization(IMO) adopted Protocol of 2005 to the SUA Convention at London on October 2005. This Protocol introduced new offences provisions and shipboarding provisions including political offence. This Protocol shall be open for signature at Headquarters of the IMO from 14 February 2006 to 13 February 2007 and should be expected to signature more than twelve States in this period. This Protocol therefore will be entered into force on 13 May 2007. The aim of the study is to introduce the key contents of the Protocol of 2005 to the SUA Convention and to provide information for the making a response plan to our country.
