This study aims to empirically analyze the effects of the Korean government’s first, second, and third real estate policy packages implemented in 2025 on apartment auction bid ratios in Seoul. To achieve this objective, monthly panel data for 25 districts in Seoul were constructed, and an Autoregressive Distributed Lag (ARDL(1,2)) model and Impulse Response Function (IRF) analysis were employed to examine the dynamic responses of the auction market to policy shocks. In addition, to investigate regional differences in policy effects, the districts were classified into core areas (Gangnam-gu, Seocho-gu, Songpa-gu, Mapo-gu, Yongsan-gu, and Seongdong-gu) and non-core areas for comparative analysis.
The empirical results indicate that the first policy package (June 27 household debt management measures) generated a negative response in auction bid ratios, suggesting that strengthened financial regulations reduced investment demand in the auction market. In contrast, the second policy package (September 7 housing supply expansion measures) and the third policy package (October 15 housing market stabilization measures) showed positive responses, implying that supply expansion and stabilization policies provided positive signals to market participants. In particular, the third policy package exhibited the largest positive effect among the three policies. The IRF analysis further revealed that most policy effects appeared in the short term and gradually diminished after two to three months. Moreover, core areas were found to respond more sensitively to policy changes than non-core areas.
This study contributes to the literature by analyzing the dynamic effects of government real estate policies on the Seoul apartment auction market.
Specifically, it applies the ARDL model and IRF analysis to identify the lagged responses and persistence of policy shocks, while also empirically examining spatial differences in policy effects between core and non-core regions.
