공공기관의 지식관리시스템 성공요인에 관한 실증적 연구 : J 광역자치단체 사례를 중심으로 = An Empirical Investigation of Critical Success Factors and Practical Application of Knowledge Management System in the Government Organizations: A Case Study in J Local Government Organization

국문 초록 (Abstract)

본 연구에서는 지식관리의 보편적인 개념을 정리하고 정부조직의 경쟁력을 강화시키기 위해 공공부문의 지식관리 도입 및 개선 노력 등을 검토하고자 한다. J 광역자치단체의 사례연구를 통해, 부서원들의 지식관리시스템의 사용 정도를 파악하고 지식관리시스템의 개선 및 계속적인 활용을 하는데 효과적인 영향 요인을 분석하여 발전적 대안을 모색하고자 하였고 실증 분석에 근거하여 시사점 및 개선 방안을 제시하였다. 이 연구에서 지식공유가 지식창조보다는 최종성과인 지식관리효과에 더 강한 영향을 미치는 것을 실증적인 분석에서 발견할 수 있었다. 이는 지식공유가 더 적극적인 조직일수록 공공기관의 지식관리효과의 궁극적인 목적인 내ㆍ외부 고객의 만족에 영향을 미침을 시사한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to discuss about the critical success factors involved in implementing a knowledge management system (KMS), in order to enhance a government's competition. Based on case study and a literature review, this study outlines the factors necessary for effective implementation of a KMS. The outcome of this empirical research shows that knowledge sharing and knowledge creation are significant factors in determining the level of knowledge management effectiveness. In particular, knowledge sharing is more effective than knowledge creation in knowledge management effectiveness through knowledge management activities.
