쿠릴열도(Kuril'skieOstrova)에 대한 ‘소유’와 ‘반환’의 지정전략 = The Geopolitical Strategy about “Possession" and “Restitution" for the Kuril Islands

국문 초록 (Abstract)

지난 150년의 역사를 되돌아 볼 때, 러시아의 극동지역 일부와 쿠릴열도가 일본과 러시아간 힘의 강약에 따라 주인을 달리하여 왔음을 알 수 있다. 이는 쿠릴열도 내 북방4도(北方4島)가 중요한 지정전략/지경학적 의미를 지니고 있기 때문이다.
북방4도를 포함하는 쿠릴열도는 오호츠크해에서 태평양으로 이어지는 러시아 극동함대의 통로인 전략적 요충지이다. 그리고 인근해역은 풍부한 수산자원을 보유하고 있는 세계최대 어장이다. 이러한 정치 및 경제적 의미는 러시아와 일본간 쿠릴열도를 둘러싼 ‘소유’와 ‘반환’의 지정전략을 더욱 복잡하게 만들고 있다.
북방4도에 대한 ‘소유’와 ‘반환’의 문제는 미국의 지정전략에 깊숙이 관계되고 있다. 쿠릴열도가 미국의 對소 봉쇄정책의 최전선으로 활용될 수 있기 때문이다. 러시아가 북방영토의 반환조건으로 제시한 ‘평화조약’ 체결 문제 역시 미국의 지정전략에 대한 대응 논리 차원에서 바라보아야 할 것이다.
러시아가 쿠릴4도 양보를 주저하는 중요한 이유 중의 하나가 동일 지역에 미군의 주둔 가능성에 대한 안보위협인 것이다. 따라서 일본이 미국의 지정전략에 대해 ‘NO’라고 이야기 할 수 있을 때, 미국의 안보우산에서 벗어나 독자적인 지정전략을 구사할 수 있을 때, 그 때 영토문제 해결이 보다 선명해 질 것이다.

다국어 초록 (Multilingual Abstract)

On looking back upon the past century of 150 years, the Kuril Islands and part of the Far Eastern Area of Russia have been under new ownership in accordance with decline and growth of national power between Japan and Russia. This is because the four islands in the Kuriles have the meaning of an important geopolitical strategy/a geoeconomics.
It is a strategic position because the Kuriles inclusive of the four islands have been operated as a sailing route from the Sea of Okhotsk to the Pacific Ocean by Russia's Far Eastern fleet. Furthermore, the nearby waters is one of the largest fishing ground in the world to be rich in marine products. Such the meaning of politics and economics makes a geopolitical strategy be more complicated for “Possession” and “Restitution” concerning the Kuriles between Russia and Japan.
The problem of “Possession” and “Restitution” for the northern four islands is deeply related to USA's geopolitical strategy. It is because the USA would be able to make the most use of the Kuriles as a the front-line position of a blockade policy against Russia. Also, the peace treaty which was proposed as conditions of “Restitution” for the northern territory by Russia will have to look over it as an aspect of countermeasure against USA's geopolitical strategy.
One reason which Russia hesitates to do “Restitution” for the four islands in the Kuriles is a menace to a national security against U.S. troops stationed in the same area. Accordingly, a solution to the problem of territory would be not clear till Japan could say “NO” against USA's geopolitical strategy and she could operate an independent geopolitical strategy without the American security umbrella.
