일본 항공우주분야 정책 결정 구조에 대한 관찰

국문 초록 (Abstract)

본 논문은 전후 일본 항공우주정책의 결정 과정에서 산업계의 역할에 대한 기초적인 조사를 통해, 궁극적으로 일본 항공우주정책이 정관계의 의견만이 아니라, 다양한 관련 집단과의 의견 조율을 통해 형성되어 왔음을 연구하기 위한 기본 자료로서 작성되었다. 최근 심각하게 우려되고 있는 “우경화”되고 있는 일본 정계의 움직임으로, 전후 일본의 항공우주정책의 결정 방향을 “우경화”의 결과로 해석하려는 경향이 있으나, 다른 많은 사회 현상과 마찬가지로 일본의 항공우주정책의 결정도 단순한 과정을 거쳐 이루어진 것이 아님을 주장하고 싶다. 전후 일본 항공기 산업의 재개와 발전 과정, 우주산업의 전개 과정과 참여자를 볼 때, 산업계의 영향력은 정책 결정에 상당한 영향을 준 것으로 추측되며, 향후 이러한 추측을 보다 구체적으로 입증하는 것이 본고의 과제라 할 것이다.

다국어 초록 (Multilingual Abstract)

This paper is aiming to provide a basic material for the future research which plans to claim that aerospace policies in Japan have been formed not only by politician or bureaucracy opinions, but the opinion formed through coordination with various related groups. To reach this goal, this paper attempts to survey basic facts on the role of the industrial community in the decision-making process of aerospace policies in Japan. Because of recent conservative swing of Japan, there is a tendency to interpret the orientation of the aerospace policy of post-war Japan as a result of rightward shift. But like many other social phenomena, Japanese aerospace policies have not been decided through simple process. By observing the process of resumption and development of the Japanese post-war aircraft industry, analysing the evolution of the space industry and industry participants in Japan, the influence of the industrial community is presumed given a significant impact on policy-making. Proving this conjecture referred to in more detail in the future will be the challenges of this article.
